LA Metro takes its job seriously in providing safe, reliable and environmentally sustainable transportation options for the more than 10 million people who move about the region every day. According to a ballot measure approved in 2016, Los Angeles County taxpayers are willing to contribute $160 billion in 30 years to help achieve these goals.

LA Metro reported that Los Angeles County residents spend an average of 81 hours each year in traffic. With projections of population growth and increased traffic congestion and environmental pollution, taxpayers approved LA Metro’s Measure M to raise the money to help address these issues.

LA Metro is a leader in maximizing transportation efficiency and performance while minimizing energy consumption, waste and pollution. While the new tax revenue will fund these transportation improvements, the project will need environmental resources and sufficient experience to achieve the desired impact.

LA Metro selected our team to provide environmental compliance and sustainability support services for its broad program improvement efforts, including Measure M-funded projects, capital projects and green procurement.

LA Metro’s Environmental Compliance and Sustainability Department (ECSD) manages environmental compliance and project management. The department will drive transportation improvement initiatives derived from the Long Range Transportation Plan (LRTP) regional road map and new programs identified as part of Measure M funding.

In 2020, LA Metro named its first-ever chief sustainability officer to secure its $140 billion infrastructure program and its 28 transportation and transit projects that must be completed by 2028, when the city will host the Summer Olympics. The addition of this position allows LA Metro to continue building on its commitment to deliver climate adaptable and resilient projects as part of its Climate Action and Adaptation Plan.

Our team was asked to support this chief sustainability officer and ECSD, as well as its ongoing transportation operations and new capital projects with qualified personnel, processes and innovative tools needed to deliver stakeholder value.

The chief sustainability officer and ECSD need support in developing sustainable infrastructure solutions in a range of areas, from improving freeway traffic flows to expanding rail, subway and bus systems. Our team’s overall responsibilities and support include:

  • Civil, environmental and transportation engineering.
  • Environmental construction, planning and analysis.
  • Hazardous waste, stormwater, air quality and GIS consulting.
  • Project management and project controls.

This extensive program needs a team committed to supplementing and supporting LA Metro’s efforts by fulfilling key roles for short- and long- term assignments on planned and unplanned projects. Our local team of engineers, environmental scientists, compliance specialists and project managers are able to address the program’s key activities on a per-project basis.

Our experienced team includes a large number of small and diverse businesses certified small and disadvantaged business enterprises. Together, we provide services that impact economic development and strengthen the local economy. In fact, four of the small and diverse businesses working on this project are involved in the Burns & McDonnell Mentor-Protégé Program. More small and diverse businesses will be added throughout the project as unique skills are required.

THE CHIEF SUSTAINABILITY OFFICER, ECSD AND OUR TEAM WORK COLLABORATIVELY TO ACHIEVE ENVIRONMENTAL SUSTAINABILITY GOALS WHILE IMPROVING THE REGION’S TRANSPORTATION INFRASTRUCTURE THROUGH THE FOLLOWING EFFORTS:

  • Coordinate to develop and implement plans and processes and oversee environmental compliance.
  • Develop programs to involve internal and external stakeholders in project works and decisions.
  • Create processes to verify the priorities and decision-making meets federal and local requirements and board policies.
  • Coordinate with the Federal Transportation Authority (FTA) and other agencies, external jurisdictions and government entities in environmental planning, design and construction compliance.
  • Complete required documents for federal and state funding approvals, oversight and permitting.
  • Use market standards, best practices and innovative techniques to bring creative and value-added ideas to teams and practices.
  • Develop programs, work plans, schedules, budgets and policy frameworks.
  • Create necessary program management and oversight procedures, mechanisms and processes.
